UK Considers Expanding Arms Export Suspensions to Israel Amid Gaza Conflict Concerns
“When we put the export bans in place on the 30 arms export licenses we have, I think there are about 350 licenses altogether. Any further measures would be up for consideration,” Woodward said, referring to the suspension of certain licenses implemented in September. Foreign Secretary David Lammy had previously clarified that this was not a blanket ban or arms embargo, but rather a selective suspension.

The UK suspended 30 arms export licenses to Israel following a review amid rising tensions and civilian casualties in Gaza. According to government data from June, the UK had previously issued 108 arms export licenses to Israel since the onset of the conflict in Gaza, with more than 300 licenses still active at the time of the suspension announcement.
Woodward emphasized the UK’s “highly monitored and transparent program” for arms exports, saying that the September suspensions signaled a strong response to the humanitarian crisis. "We don’t have an arms embargo at the moment, but we have cut our arms exports to Israel bilaterally,” she added.
Growing Humanitarian Crisis in Gaza
Describing the humanitarian situation in Gaza as “truly appalling,” Woodward underscored the UK’s efforts to provide aid amid the ongoing crisis. The conflict, now spanning more than a year, has seen high civilian casualties and limited access to humanitarian assistance. Woodward indicated that the UK has increased its funding for humanitarian aid and has held high-level discussions with Israeli officials on the need to allow aid into Gaza.
“There are no more excuses,” Woodward stated, reiterating the UK's firm stance on delivering aid, pushing for a ceasefire, and securing the release of hostages. “We’re taking, I would say, a very robust line on the importance of doing that.”
The UK’s potential shift in arms export policy comes as reports of escalating violence and civilian casualties in Gaza continue to emerge. According to the Gaza Health Ministry, Israeli forces have conducted multiple attacks in recent days, leading to 55 deaths and 186 injuries in a 24-hour period. Since the conflict began, the Ministry reports that over 43,000 Palestinians have been killed, with more than 101,000 injured as of November 1.
As the humanitarian toll grows, the UK remains in ongoing review of its arms export policy, potentially signaling further restrictions if conditions in Gaza do not improve.
